Dr Hugh Hagan
Senior Public Records Officer, National Records of Scotland (NRS)
Hugh Hagan has worked in the National Records of Scotland (NRS) since 1993. He joined Government Records Branch (GRB) in 2002 and currently leads on the implementation of the Public Records (Scotland) Act 2011. GRB has responsibility for public records produced by government bodies in Scotland. It provides guidance to these bodies on records management arrangements and advises on archive issues. Hugh has had particular responsibility for offering advice and guidance across the Scottish Government (SG), including the main SG agencies and Non-Departmental Public Bodies (NDPBs). GRB is also responsible for fulfilling the obligations of the Keeper of the Records of Scotland (the Keeper) under the Public Records (Scotland) Act 2011 (the Act). Hugh was a member of the Bill team that successfully guided the Act through the Scottish Parliament. He manages the Keeper’s assessment team which was established to implement the provisions of the Act. The team attracted the Information and Records Management Society (IRMS) ‘Records Management Team of the Year’ award in 2013. Hugh is a recent recipient of the IRMS Fellowship which was awarded at the Annual Conference in 2017. He had an illustrious career as a Clydeside shipyard worker before finding his true vocation in archives!
